Creating same rule as Rule no.5 and 6 and policy is being pushed instead of failed

Creating same rule as Rule no.5 and 6 and policy is being pushed instead of failed 

 

please find attached rule no 5 and 6 which is same and as per my understanding it should be failed but policy is being successfully installed

Why should it fail ? If a rule is constructed without error and makes sense for itself, a duplicate only may add one rule step for all later rules, but Destination is valued first, so it may make no difference in performance.

CP will not check if your rules and their content makes sense in the actual configuration and rule base, only syntax and data types.

But from R77.30 to R80.30 it will fail if you have same rule more than one.

Bt in R80.40 it is successfully policy Installed and In my environment there are more that 4000 rule and if same rule exists more than one so it's not good

I see the point you are making and you are correct, it would have failed in older versions. I will test this in the lab and see what happens. By the way, its perfectly fine to have same type of rule in different inline or ordered layers, that works.
