Export and re-import to the clearly installed VM management server is the way. However, R77.30 is out of support for ages

You still did not answer the question about the current status of your management server. Is it operational?
For the migration, you need to do the following:
1. install a new SMS on the VM. Follow R77 Installation and upgrade guide for that.
2. Perform migrate_export from your old SMS
3. Perform migrate_export on your new SMS
pp. 2 and 3 are also mentioned in the Install and Upgrade Guide

The detailed answer would depend on the type of failure and what data from the old system is available.
Do you have snapshot or migrate export and what is the old hardware?
