Changes I do on policy package 1 are replicated to policy package 2

Hello everyone.

I'm having a strange scenario. If I create a rule on Policy Package 1, the same rule is created on Policy Package 2. Those packages are for different clusters. The same goes to changes on the rule position and if I enable or disable it. 

I didn't find any information regarding this subject on Support Center or here.

My environment is, Management and 4 GWs, R80.30 JHF 236.
