There is no standard tool to do so, unfortunately. fw_merge util will not work on MDSM elements. I have seen customers exporting CMA to an SMS, merging there and then re-importing, but this is also not a supported way, prone to some serious risks.

I manage a lot of domains, it would be really useful to copy a rule from one domain and paste it to another one.

You might be able to copy/paste the rules in SmartConsole.
I've done this on non-Multi-Domain in the past.

Otherwise, this would have to be done with the API.
