The user “admin” is root (uid 0).
This exists by default on all Gaia OS installations and cannot be disabled.
The user “root” also exists but it has no login shell and a disabled password by design.
The “root” account itself must exist for Expert mode (among other things) but directly logging into root is not supported.

It is possible to set the default shell for the user “admin” to /bin/bash which effectively gives you a root shell on the appliance.
What goal do you hope to achieve with logging in as the “root” user?

we need to monitor CP FW through new monitoring tool, for which we need to create root ID and Password to achieve the same.

What monitoring tool are you trying to use, and what do you want to monitor?

I would think your monitoring tool would allow choosing an arbitrary user.
Like I said, logging in as admin should give your monitoring tool access to anything it might need.
