currently we have r77.30 which does not support api . To which version should we upgrade to block ip address using web services api call ?

R77.30 and earlier releases are End of Support, so you should upgrade regardless of whether you need support of specific APIs.
REST APIs were added in R80.x.
The currently widely recommended release as of this writing is R80.30 with the most recent release being R80.40.
