Smartlog is initializing

We have configured a new SMS server from an existing backup R80.40 but when I clicked on logs and monitor tab it displays Smartlog is initializing. when I checked cpwd_admin list both SOLR & RFL are Terminated. How can I solve the issue?  Below you can find the error screenshot and cpwd_admin list output.

Please make sure that the machine is properly re-installed, and SmartLog / Logging is activated through the SmartConsole. Install Database to the new server, and reboot.

I have checked all that you suggested. Is there any thing that can Terminated both processes?

Only some kind of software failure. Please open a support call with TAC via https://support.checkpoint.com and let them check what's going on.

Maybe try below? Instead of mdsstop and mdsstart, run cpstop and cpstart
