SSL Inspection for TCP Port 1433

Is it possible to https inspect TCP 1433 traffic?

It should be, yes.
In addition to adding the relevant service object in the HTTPS Inspection policy under "Services" you may need to add the service here.

You need to do what Phoneboy advised and install policy and that will work.
