License Check Point 4400

Good Morning

since I expired my license, when creating a rule for example to restrict bandwidth, it does not work.

my question is, if the expired license has something to do?

Most features other than basic Firewall/VPN functionality require an active subscription.
If you don't have an active subscription for that feature, those features will either not work or will work in a limited capacity.

Application control and URL filtering will not work at all, only IPS will work in a very limited setting, as Bandwidth limitation is part of the APCL/URLF policy, this will not work. You could try and enable QOS see if that works.
Or of course purchase the subscriptions.
