Enable FIPS mode

I have searched all over and have found no information on how to enable FIPS mode. Needing to do some testing but can't find documentation on how to enable it.

I was advised by the FIPS mode code owner that it would be very hard to reverse FIPS mode so we do not support backing out of it.

K, glad I asked, because I wont do it in the lab then, since in my personal opinion, that should be easy to back out of if needed. I might build temp R82 lab just for web ui test, but then delete it afterwards, since I dont wish to break existing R82 lab that manages vxnext.
