Disable Impleid Rules - R81.10.08 Locally Managed

I have R81.10.08 that is locally managed. 

There is a place where I can see all the implied rules and disable part of them?

To view Implied Rules go the relevant Access Control Policy. 

From the toolbar press on Actions and select Implied Rules.

This is just a static view.

To modify some of the rules open Global Properties (from main Menu). The options are listed in the first topic (FireWall)

What model of gateway is this?

Device > Advanced > Advanced Settings > "Firewall Policy - Log Implied Rules" may also be helpful.
