Reports with Custom Timestamps

I was asked to build a report that would capture only the users the login after hours.  Is there a custom built report or is there a way to do a query for the timestamp to look only at the before and after hours times?  For example, anyway to use the 'time' or 'login_timestamp' field to look for times greater than or equal 17:00:00 hours or less than or equal to 08:00:00 hours?  and this would be over the span of 30 days.  Just wondering if anyone has been able to accomplish or is this even possible?  We are running R82.10 currently.
