VPN Capsule users are not connecting.

I created a series of users via Postman; however, when logging into VPN Capsule, most of them get stuck at 47% progress. In the logs, they appear as unknown users. I suspect that the policy set was installed on a different Gateway, but I'm not sure how to check which policies are installed or how to revert that installation.
