I   want to know if you can use python script to add users and comment without password on the  checkpoint management server

If you’re going to do it via Python: you’d be calling the API, which requires authenticating.
mgmt_cli supports an option (-r true) that will not require credentials when called from the management server CLI.
Official API support for users was only added in R80.40, though, though it’s possible to do in earlier versions with generic-object.
