custom_fields created with add-access-rule API call

Are the 3 custom fields created with a add-access-rule API call only used as comment on the FW, and not actually used in a FW access policy?

They relate to specific fields in SmartConsole, I believe.
They can be thought of as comments as they do not impact the actual policy enforced.
