Smart Console R81.20 WebAPI Cannot Publish Changes

When I make an HTTPS set request to the management server and then publish my changes, the publish completes but no changes are made. If I go into the management cli and do show-task task-id 'my task id' it shows the task as being succeeded but no changes.

When you say “no changes were made” what did you do to verify this?
Also, the exact output of the various API calls would be helpful.
$FWDIR/conf/api.elg may be helpful to review here as well.

What happens when you run the same commands using mgmt_cli directly on the Security Management Server? Are the changes applied?
