Malicious Zipped Archives allowed to be downloaded

Is this the only configuration that enables zip archive scanning ? Almost every malicious zipped archived file I tried to download was allowed. Is there any other configuration needed to scan zipped archives?

First of all enable Archive Scanning, Configure Archive Depth, Update Security Definitions, Adjust Security Policies, Consider file sixe limits.

Without knowing what product this is in relation to, much less where this configuration is being made, it’s difficult to say.
