Fix for Possible CPU Instability in 1600/1800 Quantum Spark Appliances

There is a hardware issue on the 1600 and 1800 appliances which may cause a malfunction on appliances shipped before January 2022.
The issue can be resolved by doing a firmware upgrade from sk179604.
Note this is a "uboot" firmware image and is specific to the base firmware installed, as noted in the SK.
