So My question is this problem is related to licence or require any Hotfix.

Seems like you don't have any licence to support VSX. Is there a licence, what is the output of cplic print?

I see the CPSB-VS-3 in the system for this device but it isn't listed in the cplic print. I would say re-license the appliance and see if that resolves it.

Will do as suggested, i have read its require some hotfix to install because 5400 is 2 core and vsx is for 4 core.
