Management Server API - Clean-up Script

I'm attempting to run and debug the following script from my local machine connecting to the management server.

I am receiving the following error : 

Exception has occurred: ConnectionRefusedError

[WinError 10061] No connection could be made because the target machine actively refused it

This is occurring at line 1069 of the policyCleanUp.py file. 

I can see my traffic to the management server accepting on the logs for ports 443 and 19009.
