Installing VPN License for 2 Management set as High-Availability

Hi experts,

As stated on the subject, do I need to install VPN license on both management or just the primary management server if I have 2 management set as HA?

Why would you install a VPN license at all, it is usually bundled ? Both SMS mus have the same licenses, there had also been special HA licenses once for this purpose.
