Tomer Sole‌ showed it to me in an internal build of R80.20, so it's definitely in progress.

I believe it will come in GA (but Tomer can confirm).

Just an update on this feature (from Tomer) as I recently had another customer inquire about it. I have found out the feature is still in development. The feature will not make it to the R80.20 GA build.

The current plan is to make this available as a SmartConsole Extension.

Extension support in general is planned for R80.20.

The specific "Rule Assistant" extension may not be ready for R80.20 GA.
