We have required Primary & Secondary  management cluster in checkpoint endpoint r81 In case any management down we can access policy without any disturbance.

The link should be fixed,it's just the standard admin guide for Endpoint Management (on-prem).

There are a few different scenarios in which EPM can be deployed in a dedicated capacity or merged with NPM, best to discuss with your SE as relevant to your plans & sizing etc.

Sorry, what do you mean with "cluster"? Concerning Primary & Secondary EP management, this is often used with Smart-1 appliances. When using EPMS in a VM, you have a lot more possibilities to safeguard & backup as with Primary & Secondary EP management.
