Harmony EP - Media Encryption and Port Protection Discovery

Looking to enable the Media Enc + Port protection blades on Harmony Endpoint clients (first time enabling).  I'd like to initially enable a "discovery" policy that would just go out and find what all peripheral and storages devices are plugged in on their endpoints without any enforcement.  I tested this type of policy in my lab and it didn't discover any of the devices on my test PC until I physically unplugged and plugged a peripheral back in.  Is this the expected behavior?  I was really hoping that when the MEPP blade and policies were enabled that it would do some kind of initial scan and tell me what all is plugged in already.

I believe it is only on insertion that Port Protection is activated.
I presume a reboot of the PC would also potentially activate this since that would force all USB devices to be re-inserted.
