You are attempting to use the SmartConsole command line to perform management server commands. You will need to log into your MDS via SSH in order to work with OS level commands.

The command-line within Smartconsole is simply a mechanism to be able to manipulate policy, objects, domains, etc. using commands into the API.

While within SmartConsole Michael could just right-click on the MDS object and select Actions > Open Shell... , then login and enter mdsenv there.
