The rule change for show changes API

I used show changes API to query the changes. But for a rule change, only uid for that rule is provided, I like to retrieve that rule via show access-rulebase,  but no layer info is provided from show changes and I have multiple rulebase packages.

Any good idea how to deal with this ?

I noticed specifying details-level full including layer uid.
