What version/JHF is your management?
What is your precise goal in creating these hosts?
In other words, how precisely will you be treating these hosts in your access policy?
If you're trying to block traffic to these IPs, there are ways of doing this without creating the objects.

For creating Hosts and many other types of object refer to the Management API guide:
https://sc1.checkpoint.com/documents/latest/APIs/index.html#~v1.9%20
If - as Dameon wrote - you would like to use them in the policy for quickly blocking IPs there are other methods which are faster and simpler with the need to actually create the Host object like Network Feed or IOC Feed.
