If you're in control of the adjacent network device use routing rather than rely on Proxy-ARP.

Whilst Proxy-ARP should work there are better design options.

Understand, but there is no non-same segment NAT in the current customer environment

I literally experienced this one time in 15 years with a customer and after fw reboot, it never happened again. Though, this was back in R65 version.
