Synchronization NGM failed to import data

Good afternoon!

I have a test environment where MDS R81.10, secondary SMS R81.10 are deployed. Secondary SMS is connected to one of the CMAs. Communication between Secondary SMS and MDS is through the R77.30 Security Gateway.

When I create Administrators for domain on the MDS, for some reason they do not appear on the SMS and cannot be logged on to the secondary SMS.
So I log on to the secondary SMS under the administrator that I have in cpconfig. There is only 1 administrator that can be created there and it is the default admin.
Then I create new Administrators on secondary SMS in SmartConsole, but a synchronization error appears (NGM failed to import data).
Then I add some policies and successfully install them on the gateway. Then I switch to CMA and I don't see any policies in the Policy tab, and an error occurs (see screenshot). When I switch to secondary SMS I don't see any policies either, just a gray screen and the same error.

Can you tell me what can cause such errors?
