identity awareness users not connect to internet with their permissions

hi

in company some users cant connect to internet with permissions. they dropped to guest users. Every day different users are having problems. we investigated problem. we saw that there were login record in DC event and identiy collector. and There were records in pep and pdp tables about that user. when i searched logs in dashboard, i found succesfuly login logs in tracker. But some users not connect to internet with their rights. we restarted client and log out login. but nothing has changed. do you have any idea about this issue?
