format a usb key with media encryption blade enabled

Hi guys, recently I have enabled media encryption on E86.50 (DHS)
and I have found out that if I put a usb key, without crypt it, and try to format it by windows command, windows asks me administration pc credential. Could you help me to understand why we have that strange behaviour?

One thing that we can force in the Media Encryption policy is that any formatted media have an encrypted partition (either entirely or partially).
I presume the enforcement of this means certain actions need to be taken on format, some of which require administrator rights.
