Users not synchronized to Infinity Portal

When creating a new AD-group on the on-premise-AD this group is synced fine to AzureAD and then to the Infinity Portal. These groups are used to attach them to applications.

But the users are not synced to the Infinity Portal, so the groups in the Infinity Portal shows 0 users.

After a first login with the user it suddenly appears in the group on the Infinity Portal.

Is this a normal behaviour?

That does not sound right to me. I can check for one of our customers and see what shows there.

Are you referring to Clientless Access for Harmony Connect?

No, the user groups should show up under Policy -> Application Access -> Manage Objects -> Groups.
