Why can't I no longer paste rules below/above a section title?

This was a useful feature in r77.30 and before, but now in R80 its gone. Anyone know why?

Hi, this is a limitation of R80 and R80.10 SmartConsole. We will bring this capability back in our next releases.

As a workaround you could create a rule in that section title and paste just above it. We are aware that it's less comfortable and it will not be necessary to do once this gets fixed.
