How can I setup an email alert that notifies me each time my cluster does fail-over?

My cluster is centrally managed via 80.40 MDS/CMA.

Can i use my PRTG tool that resides on the same network as my Cluster XL ?

My PRTG tool does not have access to the same network as the Security Management Server?
