Policy Merge on R80.10

Hi Expert,

 

One of my customers is having 1000 rules he wanted to merge Policy Package from R77.30 Standalone to R80.10 Management server this R80.10 is having different Policy packages already.

As per this article sk33751 cp_merge utility does not work.

 

Is there any alternate procedure to merge this policy package with above versions.
