Webui says no valid license

I have a standalone gateway+management running as a VM on ESX. Its running R77.30.

I can connect via SmartDashboard and SSH fine. The licenses list as perpetual for the gateway and management.

However when i try to log into the web user interface, it complains that there is "no valid license found in SmartCentre Server".

I have never needed a license for WebUI in the past. Any suggestions?
