TE is not scanning any files, r80.20, 5600, the license is valid, what can be the possible problem..

Can you have any idea about the such problem.

What is your evidence to suggest it is not scanning files?
Have you tried, for example, a test file that should trigger it?

Check the following quota settings:

# tecli show cloud quota      --> for cloud quota

or

# tecli show statistics           --> for appliance statistics vs. licenses
