Tunnel test fail

I have had increasing requests from my users in the US having tunnel test packet failures. I have 100% confirmed so far that WOW ISP needs to have VPN pass through for my users to work. 

Has anyone had any tunnel test packet issues with any other ISPs in the US? What was your solution?

I was hoping that the client would be smart enough to swap these affected users to visitor mode as I have it set to auto-detect, but it doesn't seem to want to do that.
