CP Smartconsole loading very slow

We recently patched our CP mgmt server to latest jumbo hotfix Take 103.

Console access is painfully slow since then.

I can see memory being swapped.

CPMGMT:0]# free -m
total used free shared buff/cache available
Mem: 15911 9011 387 525 6513 5731
Swap: 16527 498 16029

On console memory is at 60%

Also noticed Java process is using 32% memory at all times

You did try to access SMS using new Build 067 Dashboard with 2-3 different client PCs ?

Tried from multiple Pc's in management Domain. Same problem.
Takes about 7-8 minutes for the smart console to load.
before the Patch it was slow but now its painful.

Best bet is to open a TAC case so appropriate troubleshooting can be done.

That java process using CPU/memory has had its CPU priority lowered/nice'ed to 19, so it is for SOLR indexing and is running with minimum CPU and disk I/O priority.  This is normal and probably not related to your SmartConsole slowness issue.  You have plenty of free RAM even though there was some swapping at some point.  I don't think it is a system resource issue, more probably something going on in the cpm process, anything interesting being written to $FWDIR/log/cpm.elg during a SmartConsole slow load?  How does cpm CPU utilization look during a SmartConsole slow load?
