In R80.10, is it possible to create view or report detailing rules based on hits?

I am trying to find the most efficient way of viewing/reporting on rules with zero hit counts or rules that haven't been hit for x number of weeks. This can then feed into a rulebase review and a change to disable and then ultimately delete. 

There isn't anything immediately obvious in creating a new view/report and was hoping someone has already tackled this.
