why do we see log on the rule which we have not publish or install yet

Here as per customer request i have tested this in my own vm, i havenot create rule 3 yet but down in the log tap i see logs are coming. why is this happening, is there any why to make it unavailable to which rule i haven't installed yet.

Specifically, acknowledging this is a new rule and that the logs you are seeing are what would be matched by this rule if it were enforced.
