Standby HA member showing down on Active member

if I run cphaprob state on the primary device it shows local device as active and other device is down,but actual standby device is not down as we are able ping it, if  run the same command on the the sec device, it shows primary device is active and sec device is standby, basicaly having issue with the primary device
 
Why is this happening?

This active/down state will happen if both cluster members have a common interface down or some other common failure. Run commands cphaprob -a if and cphaprob -l list to make that determination.
