Routing failover to IPSec if L2L link is down

Hello Checkmates

We need to configure an IPSec backup link via Internet between two locations of one of our customer. The main link is a Layer 3 L2L link over an optical fiber and remote firewall is a FortiGate. Below is a diagram of the architecture that we want to build :

I would like to know how to configure routing failover on Checkpoint side in order to route trafic over the L2L link in normal conditions, and route trafic over IPSec tunnel when the L2L link is down. I've checked some documentations and other checkmates topics, but didn't find any answer to this specific question. Thanks in advance for your help.
