Hello

I try to set policy based on GeoLocation in the Quantum Spark 1600 WebUI but I did not found any categories that let me set this Geo Policy.

I use the WebUI and not SmartConsole.
If the option is only on SmartConsole, how can I configure the SmartConsole to the Quantum?

To add a Geo object to the locally managed policy rules, look into the Updatable Objects sub-chapter in the Admin Guide for your version. Quoting from there:

You can import updatable objects to use in the firewall policy rules.

To import an updatable object:

In the Firewall Access Policy page, in the Rule Base, click New. If necessary, specify the rule order.

Click Updatable objects and select the objects you want.

Click Import.

Edit the rule so the source and destination use the specified countries.

Select the Action and Log.

Optional - Enter a comment.

Optional - Apply limitations such as time or traffic limits.

Click Apply.

No, that is currently not possible - but you can use more than one Country in a rule:
