Cisco optimized comments rules optimization support - clarify which rules optimized and add it into comments (sh)

BugFix:

ScreenOS parser removing incorrect values from an array

Changes:

Cisco flag “--asa-spread-acl-remarks” works via the commands line instead of UI
Usage:
SmartMove.exe -s "D:\config.conf" -v CiscoASA -t E:\cp --asa-spread-acl-remarks (true|false)
