SNX does not require Mobile Access to be enabled to actually use.
In fact, SNX is supported on SMB appliances which don’t support Mobile Access Blade.

Deployment of SNX to end users without Mobile Access is a different story as the legacy SNX portal does not include the MABDA enhancements required to support modern web browsers.
It generally means manually installing SNX.
If you’re going to do that, you might as well install the regular VPN client.
