Is it possible to receive an e-mail alert when the vpn user expires?

Out of the box? No.
You could write a script using the API to do it.

I actually want to know about expired users rather than expand them. because we have vpn accounts for companies that give support our system and we give them limited time to access, so we don't want to extend it automatically.

Like I said, the script won’t work as-is.
You’ll have to modify it to suit your purpose.
