VPN - Not yet initialized

Good afternoon friends.
There was a strange problem when creating a vpn-tunnel. The tunnel is working, clients are connecting, but in status -Not yet initialized. CP1590W local management. The current firmware version is R81.10.08 (996001608).

The branch has the same device, CP 1590, there are no problems there, the tunnel is active. The current firmware version is R80.20.50 (992002773).

VPN status after updating on old device - Not yet initialized.

What could be the problem?

I would ask CP TAC for help !

As @G_W_Albrecht said, maybe best to involve TAC for further troubleshooting.
