You have remote access community already as u can see on the right of this screenshot. Why not use it?

As far as i remember its the same with any management

Thats been like that since the beginning, its 100% normal. There was 1 day back in R80.20 when it was possible, but got corrected right away.

the requirement to build remote VPN with different sites

Site-A HA fw: needs configure remote vpn, site A can use with remote access community build-in, but site-B also requires a remote vpn enaled.

Site-B HA fw: need setup remote vpn

Is there can create a new one for remote vpn community?

If use one remote access community with two different sites any challenges with this setup?

You can have 100 gateways in one RA community, thats fine.
