This is something they can potentially do if you implement this option: Supporting more Complex Passwords without using a RADIUS/TACACS+ Server‌

One downside to this approach is that it locks the Gaia WebUI while someone logs in to change their password.

Otherwise, users with credentials using "Internal Password" cannot change their own password.
